NitroEurope - EAG Terms of Reference

Structure

The External Advisory Group (EAG) consists of external assigned scientists and stakeholders, bridging to international programmes, major national activities outside Europe and stakeholders. Members of the External Advisory Group are appointed by the Scientific Steering Committee to serve for at least one year, with the membership reviewed annually. For continuity, some members are expected to serve for the whole duration of the Project. The External Advisory Group elects its own chair and will be invited to participate in all General Assemblies. It will prepare a short annual review about scientific achievements, integration and relevance for stakeholders, and advise the Scientific Steering Committee on the periodic Review and Assessment.

Responsibilities

The External Advisory Group shall act as the external project review board of the science of NitroEurope IP and of eventual problems related to project management. The group and its members also assist in solving conflicts (e.g., data delivery, partners in breach of commitments). It will receive the annual progress reports of all partners and evaluate critical areas regarding risks of delay or failure of Deliverables and suggests actions to resolve eventual problems. Members of the External Advisory Group have been advised by the co-ordinator with regard to non-disclosure to third parties of any confidential matters shared by the Parties, for example in regard to conciliation issues. By contrast, the External Advisory Group members play a key role in the wider dissemination and application of the project goals and results.

Meetings

The External Advisory Group is formed during the Kick-Off Meeting of the Project, where it will meet jointly with the Scientific Steering Committee. It meets at least annually and more frequently via phone conferences or email exchange as necessary. The Scientific Project Manager and IP Secretariat provide organizational support for meetings of the External Advisory Group, to which a representative of the Scientific Steering Committee, the Internal Advisory Group and the European Commission may attend to ensure effective communication.
